With all the recent elections.... and the coming of Turkey Day. I figured a vote for Lucas was about as good as most of the other candidates. Maybe better. LOL
 

• Cut Lucas from picture
• Opened new image and flood filled with blue
•  Pasted Lucas onto image
•  Pasted picture of flag I’d made in past on new layer behind Lucas and lowered opacity
•  Using Radial Gradient added made a red, white, and blue gradient. Floodfilled new layer above flag (Erased    unneeded portions)
•  From "UNCLE SAM WANTS YOU" poster, I selected pointing finger and copied as new layer. Resized and positioned.
•  From same poster, I selected hat - resized and positioned
•  Added Text

•  Added borders.
